  2. This last 1 March 2001, the Executive Committee of MED Forum met in Barcelona under the presidency of Professor Mr Zohir Sekkal and in the presence of all of its members. At the proposal of the General Secretary of our network, Mr Rafael Madueño, the meeting dealt with a long agenda, the most important aspects of which we list below.

    In the course of the meeting, the members of the Executive Committee were informed of the definitive Activity Programme for 2001, which has been presented to the European Commission and which, basically, is the same as was approved at the Mediterranean Council held in Amman on 1 October 2000. Among other important aspects, the Programme includes the celebration of the VI Mediterranean Environment Forum which is to be held in Barcelona from 4 to 6 October 2001, with the title: "For a Mediterranean of solidarity and full of life. Debate on the participation of civil society in the Euro-Mediterranean process". Attention was also paid to the organisation of the Second General Assembly of MED Forum, which will also be held in Barcelona over the two days following the celebration of the VI Forum, on 7 and 8 October 2001.

    The celebration of this latest General Assembly, convened by the Executive Committee and soon to be officially signed by the President of our network, Mr Zohir Sekkal, will be a major event in the history of MED Forum. Our network has now existed for over five years, and can be regarded as being consolidated. It now has 68 founder, full and associate members, and another 42 NGOs have applied for membership of MED Forum. All of this means that, at this moment in time, the organisations striving to advance with our work under the umbrella of MED Forum number 110. The Second General Assembly, which is expected to attract a large participation, will include a review of the first five years of activity of our network (1995-2000) and plan the next three.

    One of the most important questions to be dealt with at the meeting will be the modification of the Statutes, which are now, due to the rate of growth since the network was founded (an increase from the original 9 members in 9 countries to 110 in 23), out of date. You will be receiving a copy of the new Statutes debated during the meeting of the Mediterranean Council held in Malaga (Spain) in November 1999, for their amendment by any members who so wish.

    For its part, the Executive Committee, following the agreements of the Mediterranean Council, has drawn up "Norms for the Elections to the Executive Committee and the Mediterranean Council of MED Forum", for use for the presentation of candidates. We should like to remind you that the General Assembly of the coming month of October will be electing these two bodies. To this end, before the end of the month of March, you will receive a copy of these norms along with the dated fixed for the presentation of candidatures.

    Turning to a different subject, during its last meeting in Barcelona, the Executive Committee valued and evaluated the agenda of the foremost international meetings to be held this year, and decided to concentrate the activity of our network on the following events:

    Member organisations of MED Forum able to attend any of these meetings with their own resources, provided they apply to the General Secretariat of our network, can be delegates representing MED Forum.

    The Executive Committee has also studied the request for admission of new members to our network, and the following have been accepted:

    2. TMA. TransMed Association, Montpellier (France)

    The meeting also analysed the contents of the web page and the other publications edited by the General Secretariat of MED Forum. The contents of our telematic bulletin MED Info were particularly well received. It was commented that there is not very much precise information the activity of our members and the environmental problems being faced by different countries. With a view to ensuring that all of this information periodically reaches the General Secretariat and can be passed on to all of our members, using the information tools we currently have at our disposal, and to society in general, by means of the media in each country, the press co-ordinator, Mr Xavier Segarra, will address members with the aim of creating a network of correspondents implanted in all countries in the Mediterranean basin. Initially, the Executive Committee has suggested that the members of the Mediterranean Council of MED Forum should be the national correspondents and, if they do not undertake this activity, that substitute members of the Council should do so.

    In another point of the meeting’s order of the day, attendants were informed of the presentation to the European Commission of the Telemachos and SMAP projects. Telemachos is an eco-cultural education project for young people from all Mediterranean countries, valued at 4.8 million Euros, and the SMAP is a project for the management of water in arid zones of the Maghreb, valued at 1.3 million Euros. At present, we are awaiting the results of our proposals to start work on these regional projects, in the event that they are accepted.

    Finally, we were informed that Mr Javier Cisneros, Project Co-ordinator of MED Forum, has been appointed Environmental Co-ordinator of a local government body near Barcelona. The Executive Committee praised his work in the development of our network and express its thanks for his dedication and professionalism. Mr Javier Cisneros will continue his links with MED Forum on a personal level, in view of his identification with our project. The President, Mr Sekkal, on behalf of the entire Executive Committee, publicly recognised the dedication and commitment of all the staff responsible for the intense activity of the General Secretariat of MED Forum on a day-to-day level.

     

    Le 2 març 2001 dernier, le président de la Generalitat de Catalogne, M. Jordi Pujol, s’est réuni avec une représentation du Comité Exécutif de MED Forum, formée par le président de notre Réseau, M. Zohir Sekkal, le vice-président, Mme. Nadja Mifka-Profozic et le secrétaire général, M. Rafael Madueño. Pendant l’entrevue, qui s’est tenue au Palais de la Generalitat de Catalogne à Barcelone et à laquelle a aussi participé le Conseiller de l’Environement du Gouvernement catalan, M. Felip Puig, les représentants de notre Réseau ont présenté le Programme d’Activités de Med Forum pour cette année 2001 et ils ont demandé le soutien du Gouvernement catalan pour le projet éco-culturel Télémaque. Les membres du Comité Exécutif ont souligné la célébration du VIème Forum Environnemental de la Méditerranée, qui se tiendra aussi à Barcelone du 4 au 6 octobre 2001.

    Le président de notre Réseau a mis en relief la reconnaissance internationale avec laquelle compte déjà MED Forum, sa présence active dans les différents organismes internationaux et ses apports continus aux grandes rencontres internationales. M. Zohir Sekkal a expliqué au président de la Generalitat de Catalogne le travail qu’effectue MED Forum au niveau de Coopération Méditerranéenne en aidant les ONG membres à présenter leurs projets. Dans ce sens, M. Sekkal a expliqué la présentation récente de projets régionaux comme « La gestion de l’eau dans des zones arides (oasis) du Maghreb et de la Palestine » (SMAP) et le Projet Télémaque (EUMEDIS). En ce qui concerne celui-là, a été effectuée une large présentation dans l’objectif de demander aussi le soutien de la Generalitat de Catalogne, aussi bien de la partie déjà présentée à EUMEDIS que, surtout, de la deuxième partie, dans le but de l’obtenir puisqu’elle est encore en attente.

    De sa part, le président de la Generalitat, M. Jordi Pujol, a valoré très positivement le travail effectué par MED Forum depuis ses plus de cinq ans d’existence et il a manifesté le soutien de son gouvernement au travail développé par notre Réseau en solidarité avec tous les pays méditerranéens. Dans ce sens, il s’est manifesté favorable à la signature d’une convention de collaboration entre le gouvernement catalan et MED Forum et il s’est engagé, si son agenda de travail le lui permet, d’assister personnellement à la célébration du VIème Forum Environnemental de la Méditerranée. M. Jordi Pujol a délégué en la personne du Conseiller de l’Environnement, M. Felip Puig, la représentation du gouvernement catalan dans les futures gestions de collaboration avec MED Forum. Ainsi, la concrétisation de toute cette future activité sera effectuée par le Conseiller M. Felip Puig et le Secrétaire Général de MED Forum, M. Rafael Madueño.

  4. Last 24.02.2001, MED Forum participated in the Euromediterranean Cooperation meeting and presented the MEDRESCAMP project (Mediterranean Residential Campus). The meeting was organised by the Youth General Secretariat of the Catalan Government, Gemeralitat de Catalunya, and the North – South Centre of the Council of Europe.

    MEDRESCAMP will bring Mediterranean NGOs young leaders to Barcelona to participate in courses on NGOs management, European & Mediterranean policies, resources research, etc. Thanks to a previous work, those NGOs will contact institutions, organisations, enterprises, etc. working on the same areas of study or sharing the same problems. It will allow, after the campus, to go back to their countries not only with the cultural inter-exchange experience and the knowledge but with useful contacts to carry out their usual tasks or projects with the participation of other related organisations.
